Going Postal

When I took the part-time Christmas job working for the USPS many years ago it became quite apparent rather quickly why the act of killing one’s supervisors and co-workers in sudden act of frenzied violence was synonymous with working for the USPS. I used to marvel at their hiring and firing practices and the way in which they treated subordinates. And the sheer stupidity of management.

Overtime at TAD

I’ve had several bloggers ask me about the overtime at TAD. The dates I’ve been given are January 9, 10, 12, 16 and 17. One has to wonder where the money is coming from. We all know. I just don’t understand how county administrators can condone such lousy management skills.

Predictions for 2009

I thought I’d be a bit presumptuous and make a few predictions for the New Year. Hopefully, the blog will be around a year from now and we can all see how far off I am.

Board of Supervisors — I predict that at least one, and as many as three, members of the Board of Supervisors will be implicated in a scandal that makes all previous scandals pale in comparison. Other elected officials including Sheriff Penrod and DA Ramos may also be implicated.

Effective Employee Relations During Difficult Times

In perhaps the e-mail dummheit of the year, the media consulting firm Carat accidentally shared with its employees both the news of impending layoffs, and the cool and calculated ways it intended to communicate them. The e-mail message, which was intended only for senior managers, included a PowerPoint slide show with talking points (obtained by AdAge). From the talking points:

Of course, San Bernardino County is not a member!!

If the County really wants to save money, why don’t they just contract-out HSS training for new and/or current Eligibility Workers, Employment Services Specialists, Child Support Officers, Fraud and PID, Social Workers, etc to the UC system??

Why pay SOOOO much money to keep these WELL-PAID Program Specialists and Staff Training Instructors on the County payroll year round (especially if we have no new OI classes coming for the foreseeable future) when they can pay / contract the functions to UC (or even some other knowledgeable group or school) and pay only for what is needed and only for when it is needed by HSS!!!

TAD overtime etc

I received an email a few days ago the TAD has authorized a number of days overtime. Can someone explain how that is justified given the budget situation?

Anyway that’s not the only item I havent posted. I’ve been living on pain pills for almost a week and have been too wiped out to blog. I’ll ry to catch everything up tomorrow.

From a blogger . . .

The blogger sent me all the documentation. This became effective 12-1-08 but they IIN is dated 12-9-08. Typical TAD.

AED- For YEARS Food Stamp, Cash aid, and Medi-Cal intake workers have been asking for the return of “screeners” but were told NO by TAD management. In fact, they were very HOSTILE to these suggestions from line workers on how to do the job better, faster, and accurate. SCREENER was considered a four-letter word by TAD management.

Need an opinion from ESSes

I’ve been going to write something on full-case sanctions. In checking with my former office, I’ve been told that TAD admin has changed the way the determine WPR. In other words, rather than fixing the problem, we changing the way we report the problem.

I have a couple of questions:

1. Did this come from the state or is it another smoke-and-mirror deceptive and deceitful policy devised by you know who?

2. Obviously, it takes some of the stress off of ESSes which likely makes casework a bit easier. Do any of you think that the statistical method has resulted in additional clients meeting WPR or has WPR simply increased because of the change in determining it?

Does the federal government have too many middle managers?

http://www.federaltimes.com/federal-times-blog/2008/12/19/mad-managers/

What would the answer be if this question was asked about the County,
about HSS, about TAD, and about ESP??

Holiday message from TAD

Well my feelings are hurt. TAD administration, finally, under duress I’m sure, sent holiday greetings to all TAD employees–all TAD employees except for me. Gee, I guess they don’t want me to have a happy holiday season.

When you don’t work for TAD . . .

Yeah I still am on their payroll, but I’m on parole for a while and am going to enjoy it as long as I can. I was gone for two days and came back to a gillion messages from my current director advising us of happenings in the department, weather updates and road condition updates from 911 and this:

“Many of you drive long distances to get to work.

Please be careful.”

It’s nice to be somewhere where the only communication from management is not to tell employees what scumbags they are.

From a blogger . . .

The quotes are from a Los Angeles Times article.

“The lost workers and forced furloughs would have an immediate effect on some of the county’s neediest. Officials say many of the affected workers process welfare applications and that people applying for public assistance could expect longer lines and longer waits.”

Supervisor Neil Derry

For those that are wondering, I did get a response back from him. In reference to TAD, he indicated that Jim will be looking at the organizational structure of the county. Considering Neil has little or no experience with social services, I don’t think we can ask for more than that for now. I do believe that TAD needs to be a priority for the new Ethics Commission.

A couple of updates

It seems that almost every day someone asks me about either decertification of SBPEA, the meeting with Mark Kirk, and/or the EAC not that any one of those issues has anything to do with the other. This is where we are at.

Decertification cannot take place for a little over a year. There are at least two international unions interested in six of the seven units — I don’t think anyone cares about Supervising Nurses. They are willing to provide the staff, etc., for the campaign. I expect the campaign to take many months as there will have to be several thousand cards signed in a 30-day period when that time comes. Some meetings have already taken place and we’re trying to get more going but no one has had time. We’ll provide the details either on the blog or through word of mouth when the time comes. Ridding ourselves of SBPEA is not a moot issue. As a matter of fact, it is very high on the priority list. (more…)

Lack of Decorum - Part Two

Most everyone knows that I am temporarily assigned elsewhere due to some medical restrictions. As a result I’m on a different email system than TAD so I get emails from a different director, not my own. On Tuesday we received an email wishing us a “Happy Thanksgiving” and telling us about some future happenings.

We get email from this director almost every day. It is always positive and meant to keep us informed and let us know how much we are valued as employees. That has been a big change for me, because as a TAD employee, most of us are only used to hearing from our administrators when they feel like telling us what scumbags we all are and how poorly we are doing in meeting expectations.

Update on Civil Service hearings

I received notice today that the Civil Service hearing for November has been canceled. Both my request for the hearing on the suspension and the request for a Civil Service investigation into the hostile work environment created by TAD management will be heard on the December 10 calendar.
