Grand Terrace Councilman Jim Miller was arrested today on conflict of interest charges that he voted on city business over the past two years to benefit a newspaper and printing business owned by he and his wife, authorities said.

San Bernardino County District Attorney Office investigators issued the warrant for Miller this morning for the felony charge. He was booked at Central Detention Center in San Bernardino. Bail was set at $25,000.

Miller is also a county officials with the Real Estate Services Department.

“The allegations are that, over the last two years, Councilman Miller repeatedly voted for city expenditures that benefited a newspaper and printing business operated by Miller and his wife,” according to a written by the district attorney’s office.

The San Bernardino County Board of Supervisors today appointed Dennis Draeger to the position of county assessor, five months after Bill Postmus resigned his elected position amid allegations of drug abuse and corruption in the office.

Draeger, a 34-year county employee who has served as interim Assessor since Postmus’s resignation in February, will complete Postmus’s term, which ends in December 2010. He said he will run in the June 2010 primary election.

There are a multitude of opinions on what the voters really meant when they summarily thrashed nearly every proposition in last month’s special election. Most will agree, however, that taxpayers are saying “stop asking us to figure out your problem and fix it”. When I was hired (elected) by my constituents last November, my marching orders were “the state is broken – go to Sacramento and fix it.”

Put those two factors together, and I see it as a mandate that Californians agree we need to match the state’s current revenues with expenditures. That means reducing what we spend, not just reducing the growth in government, but actually reducing the size of government. Over the last decade, until this recession, California enjoyed tremendous economic growth. Many in the Legislature saw that as an opportunity to fund a myriad of new programs, while boosting the cost of existing ones. In some years, the state budget was increasing by double-digit percentages, with little was going into a savings account for the inevitable day when the bubble burst.

Well, the bubble burst, and now we have a $24 billion dollar budget deficit created over the last decade plus by liberal legislative policies of the tax and spenders. It’s time to grow-up and realize we can’t provide everything for everyone. I hear it daily from my constituents, “we have to balance our budget and live within our means - the state should do the same.”

Recently, I have been targeted by large state-wide organizations (public employee unions) who are trying to pressure me into supporting more revenues – a code phrase for increasing your taxes. They have picketed my district office and threatened to pour hundred of thousands of their membership dues dollars into a mail campaign throughout my district. This will do nothing but confound my constituents who know that I stand for smaller government and less taxes.

Using Economics 101, it is fairly clear that raising taxes, especially during a recession, will stagnate economic growth. Quite simply, taking dollars out of the pockets of businesses and citizens will reduce the amount that can be spent in the market. That translates to lost jobs for California and prolongs our economic downturn. Something we can least afford as individuals and as one of the most prosperous states in the Country.

So, to be perfectly clear…my mission has not and will not change. The citizens of the 36th Assembly District entrusted me to be their voice and I take that charge very seriously. When faced with tough choices, whether contributing to a budget solution or any other issue placed before me, I will do my best to fix it.

Kirk will continue overseeing Ovitt’s staff of 10, but Deputy Chief of Staff Joy Chadwick will be handling the day-to-day operations and administrative duties on the fifth floor of the County Government Center in San Bernardino, said Burt Southard, Ovitt’s spokesman.

Bill is not the only one

Seems the county has a double standard.  I got a call today too, on county time no less, about something on the blog.  Apparently, when we post items about county administrators participating in unethical behavior no one cares.  But if there is suspicion that it is line staff, it is important that an investigation be conducted and that I cooperate.  Funny how there is such a double standard.

I made Mark Uffer a promise that I’m really beginning to wish I hadn’t made.  I see stuff every day that should be investigated but nothing happens because it involves managers.  But heaven help the line staff that falls out of line on occassion.

Here is a statement I received tonight via text message from Bill Postmus:

My attorney met with Ruth Stringer.  The county does not want to settle and no deal was made.  The county continues to play games.  I will be moving forward with my formal response to the suit and start deposing and requesting subpoenas of Board of Supervisors members and certain staff in their offices regarding political activities during work hours.  I will expose the hypocracy of the Board of Supervisors as soon as possible.

The next phase will be the most fruitful experience of my entire life.  It is obvious that the rules don’t apply to the Fifth Floor but ALL will be exposed.

Also, Ruth is very upset that I have been communicating with you and providing you with information for the blog.  She is adament that I stop.  This is the USA and I do have First Amendment rights.  Ruth . . . I will NO longer be pushed around by any of you.

We’d like to know the same thing.  Except, as I mentioned in the update below, we knew it might be delayed for a day.  The delay would actually be for a good reason, so maybe this is good news.  Or maybe it will show a little later in the evening or in the morning.  I don’t know except I’m going to bed.  So if it does show before, say, 10 a.m., someone text me because I’m going to be sleeping.

My brother who lives in Redlands called me this a.m. and played a message that was left on his answering machine from some California PAC that claims Jerry Lewis is missing in action and is responsible for losing 400,000 jobs.  It was one of those kinds of messages you receive during election time.  I couldn’t figure out what it was about.  I thought I’d remember the PAC but I guess I’m too drugged.  I asked one of his employees and they don’t know what this attack is about either.

IHSS Reform Needed Now

As California faces the ominous $26 billion dollar shortfall - waste, fraud and abuse continue to plague many programs throughout the state, especially In Home Support Services (IHSS). Legislators must agree to enact necessary reforms that not only make best use of taxpayer dollars, but also administer those funds with increased accountability and effectiveness.

As a KTLA News article entitled “Home Healthcare Workers Charged with Fraud” points out:

“Denman allegedly billed In-Home Supportive Services $3,948 for 385 hours of home care to his mother while she was hospitalized and for nearly a month after her death. He allegedly forged his mother’s signature to obtain payment.”
